Kinney Lake: Seeking Feasibility Study

Our local Soil and Water Conservation District is moving forward in applying for funding for a feasibility study to see if Kinney Lake could be expanded to increase it's holding capacity. Cynthia Warnock has been working with our new water master, David Bates, to gather information required for the application. The state has funding available for certain projects. These projects vary in scope and funding. Most likely, the funding will require a cost share where WVID will have to share in the expense of such a project. This project would be considered a Construction of Improvements and would require a vote of the electors of the lands benefitted by the construction, and a vote by the remaining electors of the district. Both must be a majority vote of "Improvement-Yes" for the improvement to be constructed. ORS 545.315 thru ORS 545.323, explains the details of what is required for such a construction project to be approved. Only the lands benefitted by the contructed improvement are assessed for the costs associated with it. This is just the first phase of a many-phase project.
